What is IGF Rwanda?

The Rwanda Internet Governance Forum (RWIGF) is a multi-stakeholder platform dedicated to fostering inclusive dialogue on internet governance. It brings together representatives from government, private sector, civil society, academic institutions, and technical communities to discuss and collaborate on policies, frameworks, and initiatives related to internet governance, digital rights, and connectivity in Rwanda. Beyond being a meeting space, RWIGF serves as a national convening point where different voices can exchange evidence, identify emerging challenges, and shape shared priorities for a safer, more accessible, and more inclusive digital ecosystem. The Forum encourages practical conversation on topics such as online safety, innovation, meaningful access, youth participation, and the responsible development of digital policy in ways that reflect Rwanda's local realities.

Why It Exists

RWIGF was established to address the growing need for coordinated and inclusive dialogue on internet governance issues in Rwanda. As the nation undergoes digital transformation, stakeholders require a neutral platform to discuss critical issues including cybersecurity, digital rights, infrastructure development, policy frameworks, and Rwanda's digital economy. The Forum ensures all voices are heard in shaping Rwanda's digital future. It also helps build trust between institutions by creating space for open discussion, shared learning, and constructive problem-solving on matters that affect citizens, businesses, educators, innovators, and public institutions alike. In this way, RWIGF supports better-informed decisions and stronger collaboration across sectors as Rwanda continues to expand its digital transformation agenda.

When It Started

RWIGF was founded in 2011 as a response to Rwanda's commitment to digital governance and its participation in global internet governance discussions. Supported by the Rwanda Information Communication and Technology Association (RICTA), the Forum has since grown to include diverse stakeholders actively engaged in Rwanda's digital policy landscape. Over the years, it has evolved from a foundational dialogue platform into a recurring national space for reflection on internet development, policy coordination, and community engagement. Each edition has helped deepen awareness of internet governance issues while strengthening Rwanda's ability to contribute informed perspectives to regional and international conversations.

Global IGF Connection

RWIGF is part of the Internet Governance Forum (IGF) ecosystem, a global multi-stakeholder initiative established by the United Nations. Our Forum aligns with the IGF's principles of inclusivity, transparency, and bottom-up policy development. RWIGF participants engage with global IGF discussions, share best practices, and contribute Rwanda's perspectives to international internet governance dialogues, ensuring Rwanda's voice in shaping the future of the internet. This connection allows national discussions to benefit from international experience while also ensuring that Rwanda's priorities, lessons, and innovations are part of wider policy conversations. By linking local realities with regional, continental, and global processes, RWIGF helps translate broad internet governance debates into meaningful national action and brings Rwanda's experience into the shared global knowledge base.

Key milestones in our journey

2011 - RWIGF Foundation

Rwanda Internet Governance Forum was initially established to promote internet governance discussions and digital transformation in Rwanda, marking the beginning of organized multi-stakeholder dialogue on internet policy.

2022 - RWIGF Founding

Rwanda Internet Governance Forum was established with support from RICTA as a dedicated platform for multi-stakeholder dialogue on internet governance issues in Rwanda.

2022 - Initial Stakeholder Engagement

Early consultations and stakeholder mapping conducted with government agencies, private sector, civil society, and academic institutions.

2023 - First RWIGF Summit

Inaugural RWIGF Summit brought together diverse stakeholders to discuss internet governance priorities and establish working groups.

2023 - Working Groups Established

Formation of technical working groups focused on cybersecurity, digital rights, infrastructure, policy, and digital economy.

2024 - Global IGF Integration

RWIGF deepened integration with global Internet Governance Forum, facilitating Rwanda's participation in international discussions.

2024 - Policy Influence

RWIGF recommendations contributed to Rwanda's digital governance frameworks and national digital strategy.

2025 - Expansion & Youth Engagement
